Allow to block everything with *

Right now I can block only by tld like com, net.

What if I want to block all sites except whitelisted?

I was wondering the same thing but also for allow. E.g. block everything with a *, but then allow certain whilecard matches. For instance someone learning html might want to allow w3* to whitelist www.w3schools.com and w3resource.com, or say *html*.com and *html*.org, along with www.google.com so they can get still search and find references needing during study periods where they are coding.
