Call deploy.deployment_server_init during normal puppet runs on deployment system

If deploy.deployment_server_init fails during the puppet master run, then new repos will never be created on the deployment system. For eventual consistency purposes, call deploy.deployment_server_init during the normal puppet run on the deployment system.
