Goal
Use the current pack generator and KB2 contract to add more useful offline packs, starting with programming and compact reference material.

Acceptance criteria

  • New packs are generated from plain ASCII notes with PACK.INI, HELP.TXT, KNOW.TXT, USER.TXT, KDB, KB2, and term indexes.
  • Packs share CHAT weights unless a pack-local model proves better under gates.
  • Pack docs explain authoring, storage cost, and limitations.
  • Public release payload includes only packs that pass retrieval, usefulness, and verifier gates.
