Part of the mobile UI plan (see Phase 1 issue for overview). Final phase, after Phases 1-4 land.

Goal

Manual verification across real/emulated devices and a re-check of the May 2026 WCAG 2.1 AA pass, since new tap targets and toggled tooltips need the same focus/label treatment as the rest of the site.

Scope

• Manual test matrix: iOS Safari, Android Chrome, one tablet size, across congress, vote, district, party, committee pages.
• Re-run the WCAG checklist (visible focus states, semantic buttons, ARIA labels on icon controls, skip-to-content) against the new touch interactions from Phases 2-4.
• Fix any regressions found before calling the mobile UI work complete.

Test plan

• Full pass on iOS Safari
• Full pass on Android Chrome
• Full pass on one tablet viewport
• WCAG 2.1 AA checklist re-confirmed for all new/changed controls
