Error loading dynamically imported module: JavaScript/localization/provider-list.js

When translating content of a page, the script java-script-module-import-event-handler.js tries to import
JavaScript/localization/provider-list.js
In fact the file is located in
JavaScript/Core13/localization/provider-list.js.
Apparently the Core13/-Prefix is missing.

Behaviour in the TYPO3-backend:
the translation popup appears, but is empty and stuck in step 1. The buttons next and back are not clickable.
