DLC-APPLY: re-vendor the flipped decay KAT + pins (DKS-GOV item 3) - #35
Merged

…em 3) Byte-mirror re-vendored from afi-config@36cdc66 (the DKS-GOV flip merge): the single byte-difference is x-afiStatus draft-non-implementation → implemented — true since DLC-APPLY wired the reactor serving-path derivation to reproduce these 32 vectors bit-exactly in production. Pins rotated per the change-control rule: sha256 1a1240cc→eb342a9c, blob 1199f70→8baf7dde, merge/content commits; the test's x-afiStatus expectation flips. README: UP-8 recorded CLOSED by DLC-GOV D-DLC-1 (the stale 'remains OPEN' prose corrected); the engine.sourceCommit 390b440 caveat and every vector byte are identical. The afi-core half of the DKS-GOV per-repo lockstep act (accepted
defe527; afi-config half merged as #8836cdc66): the vendored KAT byte-mirror is re-vendored — the single byte-difference is thex-afiStatusmarker — with the complete pin surface rotated per the vendoring change-control rule (sha256, blob SHA-1, merge/content commits, the test's marker expectation). The README's stale "UP-8 remains OPEN" prose is corrected to record its closure by DLC-GOV D-DLC-1, and the status section tells the truth: these vectors are executed by production code now. Every vector, expected value, and theengine.sourceCommitcaveat are byte-identical.Suite green. This completes the last clause of the
