This looks good, but I have one question about lines 54-58 of DevelopingDart.md. Step two says to run the tests, then steps 3-5 mention building and downloading dependencies, then step 6 says to run the tests again. Why run tests twice? If there's a good reason, go ahead and merge this.

Thanks for taking a look. Step 2 is referring to the dart-runner tests, and Step 6 is referring to the DART tests. |

Developer documentation update. I added three steps that I found I needed to take to run the test suite. Also fixed list numbers in various lists in the markdown.
