Validate Google Maps delivery independently of XBD

Summary

• make the pinned Maps 9.2.0 archive, checksum, and 190-resource manifest independent of Xamarin.Build.Download delivery
• add Maps to the shared direct/transitive consumer harness with exact package, bundle, symbol, and framework-shape assertions
• add five keyless Maps simulator cases and consolidate Maps validation into the Xcode 26.6 Google workflow

This PR intentionally leaves Maps 9.2.0.8 on Xamarin.Build.Download. Package-structure and offline-XBD checks will be added with the self-contained package conversion.

Validation

• pinned archive SHA-256 and all 190 resource declarations/files
• direct and transitive Maps consumers, including byte-identical root bundle delivery and _GMSGeometryDistance
• five simulator runtime cases: managed load, native call, Objective-C classes, root bundle, and bundle contents
• Places and SignIn direct/transitive regression checks
• zero, multiple, and symbol-only package discovery cases
• shell/Python syntax, workflow YAML parse, git diff --check, and private-path/secret scans
