Run iotop -b -n 2 -d 1 as root on ubuntu-latest and assert headers, process rows, exit code 0 and no panic; validates the ?unavailable? branch when delay accounting is missing.

CI 增加真实内核数据通路冒烟：
ubuntu-latest普通 runner 无 cap，taskstats 采集从未真正跑通。本 PR 新增一个以 root 运行的真实二进制冒烟。改动
.github/workflows/ci.yaml：新增smoke-rootjob（sudo: true），构建 release 后以 root 运行iotop -b -n 2 -d 1。scripts/smoke-root.sh：冒烟脚本，断言退出码 0、汇总表头、列头与进程行、无 panic；delay accounting 可用时校验SWAPIN/IO列，不可用时校验?unavailable?分支。验证
?unavailable?分支；用 mock 验证 delayacct 分支与 panic 负向检测。cargo test --locked --all-features --workspace全绿（6 passed）。
