Ordinary managed builds now enforce the existing file-scoped namespace rule and explicitly retain SDK analyzer warnings-as-errors. Analyzer breadth, exact package pins and runtime behavior remain unchanged.
Implements Design WP02.01 under merged Design PR47. No producer API or dependency upgrade is required.
Validation: Locked restore, zero-warning full solution build, repository/provenance check, format, 89 tests, actual project-property evaluation, CS1030 and IDE0161 rejection followed by a restored successful build. Full diff self-reviewed. Applicable native/device/provider CI and main publication/public runtime verification remain pending; merge only after every applicable PR check passes. Keep branch/worktree.
