Complete review passed at fdea800. Normal Gradle resolution updates only the two Contracts42.1 coordinates and required metadata; strict verification plus classes/installDist succeed with the existing toolchain. Actual package receipts preserve the prior Hello v1 descriptor. Optional client diagnostics now check the authoritative Kotlin pin, and active documentation/NOTICE match. Source/TypeScript/lint/format checks pass. No consumer runtime execution. Merge requires final-head CI, independent cross-review and prior main deployment success.

Updates the Kotlin verification client's Contracts packages to 1.0.0-ci.42.1 with complete Gradle locks and verification metadata. The original update lacked both, so strict dependency resolution failed. Normal resolution changes only contracts-connect-client and contracts-proto; the existing JDK17/Gradle toolchain is retained.
The optional local diagnostic now compares the client coordinate to its own Gradle declaration rather than the independent npm package version. README, development guidance and NOTICE identify the actual language-specific pins. The restored Kotlin packages declare producer 3a2ffd4dee24ae99d769e3904eabb0e37692aa2a and the same arcforges.hello.v1 descriptor as the prior36.1 packages. Native/Worker build inputs are unchanged, so no new release profile is necessary.
Validation: strict Gradle resolution, generated locks and classes/installDist succeeded; TypeScript compilation, targeted lint/format, source provenance and whitespace checks passed. No consumer or service was executed. Final-head retained CI and the preceding main deployment must succeed before merge.
