Record the accepted complete WP03.00 publication from source 84c8905: 14 NuGet and five npm packages at 1.0.0-ci.84.1, plus three Maven SNAPSHOT modules. Distinguish successful bootstrap publication from the subsequently confirmed npm trusted-publisher configuration and OIDC mode readback.

Correct stale consumer examples and replace the obsolete mandatory installed-consumer PR gate with the accepted offline/candidate policy. Clarify that this code repository keeps its configured CI/security checks even for documentation changes; direct reviewed merge without CI applies only to documentation repositories that have no CI. Source, schemas, generated outputs, dependency locks and workflows are unchanged.

Validation and merge

• Full documentation review, local links/fence consistency, pinned Prettier formatting and git diff --check.
• Normal latest-head CI/security checks are required before merging. No extra local product build or runtime test is needed for these documentation edits.
