[P2-018] Align repository instructions with the delivery model

Aligns this repository with the parallel delivery model of P2-018: implementation is scheduled as delivery tasks rather than one numbered Current task. Documentation only. No schema, generated code, package identity, dependency or workflow changes; no pending contract work is started.

• AGENTS.md gains a "Delivery model (P2-018)" section:

  • the baseline;
  • where the tasks live (contracts lane, plus the extensions, governance and release lanes);
  • the claim and adoption-slice entry rules;
  • concurrent workers in separate worktrees inside task write scopes;
  • the declared shared-file protocols (inventories append-only, one designated author per shared proto, generated baselines regenerated after rebase, one merge at a time with per-merge publication);
  • task-ID pull request titles and claim-epoch merges.

  The P2-017 validation policy is unchanged.

• README: the "Current scope" statement now says WP03.00–WP03.02 are accepted, and that capability/resource descriptors (WP03.03), the business operation registries and the package gates are open delivery tasks. It previously described only WP03.00, with later work as "later WP03 substeps".

• WP00.00, WP00.01, WP03.01 and WP03.02 records: each gains a note pointing to the Design stage or completion receipt that accepted it. The original pre-merge status text is kept as history.

Validation

• python eng/check_naming.py: pass (963 files, 0 findings). python eng/check_provenance.py --owner Contracts: passed (existing files edited only; inventory unchanged).
• No product build or runtime test (documentation-only change); this PR relies on the repository's configured CI and security checks, which remain required.
