[WP02 · SubStep 02.04] Reduce platform CI and keep runtime diagnostics local

Apply Design P2-017 to the DesktopPlatform build and publication flow: remove hosted package consumers, CTest/PInvoke and owned-DLL execution, redundant policy matrices and the automatic full pre-push build. Native Windows compilation, managed build, offline tests, package production, security and narrow licence/signature inspection remain.

Update AGENTS and current contributor/build/release documentation. No macOS jobs exist in this repository; the policy explicitly prohibits adding them. Historical runtime evidence and dependency/package identities are preserved. Consumer tools remain explicit local diagnostics and reject CI execution.

Validation: 6 build-identity unit tests passed; changed Python syntax, workflow YAML and diff whitespace checks passed; both consumer entry points reject CI before touching artifacts. No local native/.NET rebuild, public artifact download or runtime test was performed. Hosted CI validates the retained build path.

Reviewed the complete diff at 42b42cb against Design P2-017, including nested native staging and consumer entry points, reusable workflow outputs/needs, static-policy matrix removal, package integrity boundaries and active documentation. No unresolved finding remains. The final candidate validator still checks archive semantics; only the redundant pre-validation inspect was removed. FFmpeg legal configuration and Windows signature inspection are retained. CI consumers reject execution explicitly, and historical evidence/package identities are unchanged.

Local validation: 6 targeted identity tests, workflow YAML/Python syntax and whitespace checks passed; both consumer commands reject CI before artifact access. No native rebuild, public download or runtime execution was requested for this orchestration change. Merge remains pending retained hosted CI and coordinator review.

Coordinator independently reviewed the complete DesktopPlatform change at 42b42cb and found no unresolved issue. The retained current-head CI is fully successful; automatic merge is authorized under P2-017. Post-merge confirmation is limited to the merge commit, required main publication result and clean primary update.
