Dependencies and incompatibilities

Adds 2 new fields to mod.json: depends and conflicts. Both are lists.

Each entry in conflicts is a table with keys id and (optionally) version, noting which mod (and versions of that mod) it is incompatible with.

Each entry in depends is a table (a mod (and version) that this mod depends on), or a list of tables (list of mods (and versions) where this mods requires atleast one to function). Table format is the same as in conflicts.

The optional version field is a string, begining with =, <, >, <= or >=, followed by a version number (whitespace may be added for clarity).

If neither depends nor conflicts is found in mod.json, BBP will look in utilitools.json (currently no support for fromTil and between, but similar can be achieved with a single depends and conflicts).
