Add documentation

Updated version of #50.

Create a new subdirectory docs with a .json file summarizing each stdlib function, and a Python script to generate Markdown for the Simplicity developer documentation website from it.

For now, we'll use this approach to keep documentation until we find a more convenient way to do this
