Rollout step 5 follow-up. The rust generator lives in its own repo now; repoint the dep (comline-rust rev 070c777). All comline-codegen paths still resolve to generation 4f29f4f — one comline-codegen, one comline-core. No code change. Builds clean; 36 + 2 tests pass; fmt clean.
