Podman can show these services as running without application health, and its aggregate restart path starts containers independently of Compose dependency readiness. Add local service probes, progress-based log worker heartbeats, and an opt-in user startup unit that starts existing dependencies and waits before starting their consumers.

This PR stacks on the local-vector-databases branch (PR #1); it preserves the existing vector and embedding review boundaries. Probes cover application HTTP liveness, database readiness, and actual worker progress with their distinct limits documented in docker/HEALTHCHECKS.md.

Validation: 4 startup regression tests, 4 tests executing actual Compose probe commands against isolated servers, 14 worker tests, Ruff, shell syntax, and diff checks pass. Independent startup and health reviews found no blocking source defects.

Live rollout remains pending. It requires rebuilding the worker image, preserving deployment-specific frontend/Traefik overrides, recovering stale runtime records, and excluding this project from the generic startup launcher before enabling the dedicated unit. The unit remains disabled until those gates pass. This draft does not claim live recovery or reboot verification.
