Fix init script fallbacks for nginx and php

Summary

• add runtime detection in the Tulio init script so it falls back to distro nginx/php binaries and configuration when Tulio-specific packages are missing
• update the Ubuntu and Debian installers to emit the enhanced init script when packaging assets are unavailable
• keep the packaged init script in sync with the installer copy so both paths benefit from the new logic
