Resolve reporting bins from their edges rather than bin means. This keeps the 12--83 arcmin fiducial window at bins 9--15 and preserves the intended degrees of freedom. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>

Resolve pure-EB fiducial windows using reporting-bin edges, never bin means.
Reconstruct the geomspace reporting edges from the workflow configuration.
Apply the correction to results, appendix, and uncorrected-version PTE statistics.
Validated with Python compilation, diff checks, and repository pre-commit hooks.
