Regenerate the Bazel module lockfile
This changes the Cargo inputs consumed by deps/crates.MODULE.bazel, but MODULE.bazel.lock still records dd-sensitive-data-scanner_0.1.0-20260807-dd8be015454d and none of the newly resolved crates. Consequently, the bazel:mod-deps job in .gitlab/build/bazel/lint.yml will regenerate the module lockfile and fail at git diff --exit-code; commit the output of bazel mod deps with this bump.

Regenerate the Rust third-party license inventory
This update introduces tiktoken-rs plus bit-set, bit-vec, bstr, fancy-regex, and rustc-hash, but none are recorded in rust/LICENSE-3rdparty.csv. The lint_rust_licenses job runs dd-rust-license-tool ... check, which rejects an out-of-date inventory, so regenerate and commit the Rust license CSV with the dependency update.
