.github/PULL_REQUEST_TEMPLATE.mdso that every new PR opens with a standard description skeleton: what the PR does, motivation, how the change was validated, and additional notes.Motivation
PR descriptions in this repository currently vary widely in structure and level of detail. A shared template makes reviews faster and ensures validation steps and the related Jira task are consistently documented.
