Use canonical GitHub URLs so the runner-installed insteadOf rules can redirect DataDog repositories through Git Retriever.

Enable that rewrite explicitly for generated SSI child pipelines.

Motivation

Causing flakiness on dd-trace-php pipelines, since github is down every day.
