Why

This PR addresses the following problem / context:

  • Encountered issues with CABQ data pipeline incorrectly handling timestamps and date time info when making requests of REST API Service.

How

Implementation summary - the following was changed / added / removed:

  • Ensured that cabq/dlt_pipeline.py correctly translates back and forth between date formats given in 'YYYY-MM-DD' and unitx timestamps in either seconds or milliseconds.
  • Adjustments to unit test to accommodate above changes.
