What changed

This PR intentionally changes no runtime behavior after Alpha 4. It only seals the already-tested tree as the stable 2.1.1 release, minimizing last-minute release risk.
User impact
Windows users receive a stable download containing the unified 5E / Perfect World automatic and manual workflows, task cancellation/retry, improved progress reporting, private Python bootstrap, platform discovery, and the Alpha 1–4 reliability fixes.
