Field, components, and groups are optional by default. Supports change of presence attribute in PR #304.
Support PR #289 using default value 0 for implMinOccurs instead.
Replaced presence attribute with multiplicity (implMin/MaxOccurs) for rules.
Update checkout to v6 and Java setup to v5
