The prepare step created this file locally but it wasn't included in PR #198, causing the publish workflow to no-op on the release goal and try to deploy 0.4.1-SNAPSHOT (which the central-publishing plugin can't handle). Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
