Summary

remove prompt guidance that declares MCP authoritative or prohibits bypassing it through code
let the model decide when to use code execution
rely on existing spill and truncation mechanisms instead of artifact-size prompting
retain execution-quality and workspace-safety guidance

Testing

uv run pytest src/agent/stirrup_agent/tests -q (34 passed)
