Make the tools approachable and their results honest

New visitors are asked for policies and logs they may not have, while some text-tool results imply more than the rules establish. This change leads with a five-question handover checklist and plain-English, example-first tool descriptions. Missing answers remain "not provided" and all arrangements remain "not verified"; no model call, submission or storage is added.

Gap Check no longer invents oversight from a no-findings result. Tracer retains an explicit bypass after a blocked-check or authority-refusal clause, with neighboring valid-stop, denied-bypass and amendment controls. Continuity keeps its older text audit and unchanged calculations under Advanced, with findings first and clearly labeled, collapsed numeric diagnostics. Examples, input labels, keyboard definition buttons and result focus improve the primary paths. Existing routes, data and garden motion remain intact; cache v94 includes the handover script.

Validation: 15 local commands passed, including 24 Tracer cases, 19 Gap Check cases, 26 Continuity cases, the 25-page theme check, governance/Node-Python replay, performance budgets, Home/return navigation and the pinned snapshot. Screenshots inspected at 1280 × 800, 390 × 844 and 320 × 800. Browser checks covered examples, handover uncertainty, the known bypass and no-findings cases, keyboard definitions and Home returns. These are finite regressions and browser observations, not independent user testing or evidence of general accuracy or productivity improvement. Full CI also runs the unchanged STP reproduction packet.
