Create a standalone repository for nvbench evaluation tests

Create an independent repository to evaluate nvbench.

• Keep the test suite separate from nvbench itself, so it can evaluate different nvbench and comparison-script versions.
• Allow the suite and its stored test cases to evolve independently.
• Define how the repository obtains CCCL/nvbench inputs and records comparison outcomes.
