Replaces the QEMU-emulated arm64 build (which failed on native deps) with the digest-merge pattern: each arch builds on its own native runner (ubuntu-latest + ubuntu-24.04-arm, free for public repos), pushes by digest, then a merge job assembles a single multi-arch manifest.
