Summary

load DuckDB's ICU extension after confirming it is installed or after installing it
add a regression test that verifies the ICU extension is loaded for a DuckDB connection

Fixes #340

Testing

git diff --check
Not run: R CMD check / testthat suite because Rscript is not installed in this environment (/bin/bash: Rscript: command not found).
