Fix frontend 0.1 schema on the v0.3 line

What changed

• corrects the malformed $defs and $ref keywords in the SPSS Syntax Frontend 0.1 JSON Schema
• documents the narrow schema-defect backport policy
• records the correction under the existing unpublished v0.3.0 work

Scope

This is the main/v0.3-line counterpart of the isolated v0.2.1 maintenance correction. It changes only the normative schema and release documentation. It adds no executable validator, parser, compiler, adapter code, package, or workflow.

Validation

• python3 tools/validate_repository.py
• git diff --check
• independent strong review: CLEAN

The correction restores the typed-value constraint already stated by the contract and does not introduce new normative behavior.
