Adds numeric IPsec template version 10 using the published v0.14.35 image and verified digest. Retains old versions for installed stacks, updates the default version and documentation, and keeps firewall ownership unchanged. Local deployable-image, version-label, and firewall-contract checks pass. Live Catalog activation and two-host lifecycle are separate gates before claiming acceptance.
