Refreshes the fixed Ubuntu snapshot and pins linux-libc-dev 7.0.0-31.31 so the disposable build image consumes the available header fixes instead of weakening the security gate. Also aligns the README with the current v0.39.7 release consumed by Server v1.6.410.
