Updates @xmldom/xmldom to 0.9.12, makes the root license integrity check independent of checkout line endings, and adds the full locked Node 24/npm 12 build, audit, and reproducibility suite to pull-request CI.\n\nLocal validation: npm ci; npm test; 0 vulnerabilities; registry signatures and attestations verified; generated outputs reproduced byte-for-byte.
