Accept Docker bind propagation modes in volume preflight

Result

Restore infrastructure-stack upgrades that use Docker bind propagation such as the NFS driver mount /var/lib/rancher/volumes:/var/lib/pasturestack/volumes:shared.

Scope

• allow Docker's six documented propagation modes only for bind mounts
• keep named and anonymous volumes strict
• reject conflicting propagation declarations
• bump the engine release to 0.183.293

Verification

• full Maven reactor: 88/88 modules passed
• VolumePreflightServiceTest: 14/14 passed
• clean-tree source gate passed
• git diff check passed
