Updates every inherited Ubuntu base package from the fixed Canonical snapshot before installing the exact direct package locks, so the runtime release gate no longer carries the 118 scanner-reported fixed vulnerabilities found in v0.8.17. CI now blocks all runtime vulnerability severities, and release cleanup restores cache ownership before removing run-owned files.\n\nFocused local build policy: PASS. The migration script's Git-history checks cannot resolve this Windows linked-worktree .git path under Git Bash; Linux PR CI remains the authoritative full build, test, reproducibility, SBOM, govulncheck, and Trivy gate.
