pg-tle-test: update stale PGTLE_VERSION collision comment (pgxntool#78 fixed)

Re-lands #26's content directly against `master`. #26 was accidentally opened with base `phase0-pgxntool-2.3.0` instead of `master` (it was meant to be an independent sibling of the pgxntool 2.3.0 bump, not stacked on it) - when it merged, it landed on that side-branch rather than `master`, so `master` never actually got the comment fix even though #25 (base `master`) did merge. This is a cherry-pick of #26's exact commit (`a457639`), same content, no new review needed - just correcting where it landed.
