Summary
Qualification-tooling-only changes: separately pin harness provenance while preserving frozen product bytes. SDK drivers execute installed/extracted artifacts and emit exact-assertion package-proof v2 rather than treating zero exit or artifact presence as success. Management/Directory changes only synchronize the named tooling allowlist; their packaged adapters remain open.
Verification
The owning repository portable local gate and workflow lint passed through check_ci_change_preflight --changed-only --run-local on September 16. Root source closure passed all 76 commands. Full actual SDK driver campaigns passed 218/218 native macOS arm64 cases across four Python, two Node and two Rust runtimes. Rehearsals grant zero final qualification or environment readiness credit. Existing skips are not counted as qualification.
Review boundary
Draft for review, not a stable release or deployment. Product versions/artifacts unchanged. Do not merge based on absent hosted checks, waive required checks, or activate hosted publishers. No automatic issue closure.
Current tested tooling — September 18
The latest head separates qualification-tool identity from unchanged frozen product artifacts, binds installed payload and fixture inputs, and emits or consumes exact packaged-case proofs. Missing or unimplemented behavior still fails closed. These changes do not declare stability, authorize deployment, or complete component qualification.
Affected-repository portable CI and workflow lint passed locally before this push. Current-head GitHub-required results are being verified separately; earlier green heads are not reused.
