Qualification-tool workflow coverage
Synchronizes the digest-bound harness boundary and regression tests. Exact quality workflow paths are classified separately from frozen product source; release workflows, arbitrary workflows, runtime source and dependency metadata remain rejected.
Reviewed head:
3c04f23694d4bdcad62a12578af4821bdbc0757e. The existing required Rust Client, Rust Directory and Management jobs now invoke the qualification-driver and packaged-adapter suites; the coordinated local policy runs the same commands. Python -B prevents untracked bytecode from invalidating otherwise clean tool checkouts. No new required job, paid runner, publication trigger or runtime feature is introduced.Validation: owner boundary/driver suites pass, shared root Git-history boundary tests pass (78), local CI-policy regression tests pass (28), and complete local preflight passed for all seven affected repositories before push. Applicable structural baselines remain unchanged.
Frozen product artifacts and versions are unchanged. Historical rehearsal receipts retain original tooling identities. This PR grants no final qualification, performance, representative adoption, publication or deployment credit.
