Description
The Rxn Q w/ Timing plugin was originally, and fairly crudely, based on the Rxn Q plugin. However, some of the UI elements and layout no longer made sense in the new operational paradigm where the queue doesn't proceed from reported results. This PR captures the UI updates made to fix this discrepancy, as well as harden the error checking for the reaction queue values.
Concurrently, this plugin is being prepared for an initial release, so this PR adds more documentation, extra files, GitHub workflows, and ensures the build is still working as intended.
