Reworking the repository

Simple changelog:

• Added a README
• Moved Rollover interpreter and string-to-Rollover converter into rollover/rollover.js
• Added configuration options for the interpreter, which can be accessed from the main page
• Rewrote the interpreter to be organized into a class instead of a function
• Organized samples into rollover/samples.js and added extra fields
• Added support for translations in the i18n directory
• Reworked the main page, such as more functions and new theming options (using CSS)

• The README has a reference to my branch's github.io page; my branch may not stay forever, so delete that mention.
• It's fine if you don't credit me but I'd appreciate it
