Make sure Metro for Steam is installed. Get the latest version from http://metroforsteam.com
Place the settings.exe in Steam\skins\Metro for Steam (or where you choose to extract the zip)
Open Metro_for_Steam_Settings.sln with Visual Studio 2012+ or Visual Studio Express for Windows Desktop 2012+ to get started.
