Add a new X extension for Variable Refresh Rate management that replaces the fragile ProcVector wrapping approach used by modesetting and fission. The extension uses PropertyStateCallback to monitor _VARIABLE_REFRESH window property changes, eliminating the need to intercept all X_ChangeProperty/X_DeleteProperty requests system-wide. The extension provides an internal API for DDX drivers to register VRR capability callbacks and for present flip logic to query per-window VRR state.
Remove the ProcVector wrapping hack that intercepted all property changes to monitor _VARIABLE_REFRESH. Replace with calls to the SPAGHETTI-VRR extension API.
