Adds the PolyForm Noncommercial License 1.0.0 (SPDX PolyForm-Noncommercial-1.0.0) to this repository as part of an org-wide relicensing.

What this permits, unchanged and free

The license names these as permitted purposes outright, with no need to ask us:

  • Personal study, research, experiment, hobby projects, private entertainment
  • Educational institutions
  • Charitable organizations and nonprofits — including other college and community radio stations
  • Public research organizations, public safety and health organizations, and government institutions

This holds "regardless of the source of funding or obligations resulting from the funding," so grant- and university-funded work is covered.

What changes

Commercial use now requires a separate agreement. COMMERCIAL.md sets out who that applies to and how to get in touch.

Attribution

The Required Notice: lines at the bottom of LICENSE are the attribution mechanism. The Notices clause requires them to be passed along to anyone who receives any part of the software, so attribution is a license condition rather than a convention.

Prior releases

Relicensing applies going forward only. Versions already published under the previous license remain under it permanently, and existing copies keep the rights they were given. Nothing is being withdrawn.

Notes for review

  • The license body above the --- is the upstream PolyForm text, verbatim and unmodified. Only the trailing notice block is repo-specific.
  • PolyForm Noncommercial is source-available, not OSI-approved. That is deliberate: OSI approval requires permitting commercial use.

Adds the PolyForm Noncommercial License 1.0.0 as this repository's license, replacing the previous terms. Noncommercial use stays free and is named explicitly in the license text: personal study and hobby projects, educational institutions, charitable organizations and nonprofits, public research organizations, and government institutions, regardless of how they are funded. Commercial use now requires a separate agreement with the station; COMMERCIAL.md explains who needs one and how to ask.

Attribution is carried by the `Required Notice:` lines at the bottom of LICENSE. PolyForm requires those lines to travel with the software to anyone who receives it, which makes attribution a condition of the license rather than a request.

Relicensing is prospective only. Every version already published under the previous license stays under those terms, and anyone holding such a copy keeps the rights it granted.
