Adds the PolyForm Noncommercial License 1.0.0 as this repository's license, replacing the previous terms. Noncommercial use stays free and is named explicitly in the license text: personal study and hobby projects, educational institutions, charitable organizations and nonprofits, public research organizations, and government institutions, regardless of how they are funded. Commercial use now requires a separate agreement with the station; COMMERCIAL.md explains who needs one and how to ask. Attribution is carried by the `Required Notice:` lines at the bottom of LICENSE. PolyForm requires those lines to travel with the software to anyone who receives it, which makes attribution a condition of the license rather than a request. Relicensing is prospective only. Every version already published under the previous license stays under those terms, and anyone holding such a copy keeps the rights it granted.
