Same-repository CI harness for CL-10 staging. Base is pinned to upstream lidge-jun#1510 head fdc954a3ae721d6618e3bfb0cbd1a3163888b674; head is the exact runtime staging branch. This PR exists only to run CI without fork-approval gating. Do not merge.
