WIRE-352: propagate native addresses through AuthEx flows

Summary

• pass Ethereum native addresses through AuthEx link and node-owner registration helpers
• grant the AuthEx contract code permission required for its inline dclaim sweep
• update bootstrap constants, orchestration defaults, and focused cluster tests
• make node-owner, slashing, and emissions flows use and verify the inline sweep path
• remove the emissions soak's privileged manual sweep setup

Reviewer notes

The platform campaign used a detached validation-only Wire Solana origin/next checkout at 9d49cbe92419606667f6a4684714aa742ac5c40b to match the custody token-program schema already present in current sysio master. It is not a WIRE-352 delivery repository.
