[Feat] Add HawkOVR to Diablo IV game-specific tools

The ARPG section in src/docs/information_tools/gaming-tools/genre_specific.md lists Diablo IV build guides and a web event tracker, but it does not currently include a local Windows overlay that combines event timing and in-game map markers.

Please consider adding HawkOVR as an optional Diablo IV entry, subject to your independent review.

HawkOVR is free Windows x64 software. Its core features are local world-event countdowns, Helltide worm/chest markers, and an optional always-on-top Actor/Object display.

Describe alternatives you've considered

Readers can continue using the existing Helltides web tracker or other listed build/map tools. HawkOVR is suggested as a distinct local-overlay option rather than a replacement for those resources.
