feat: add local Fastify API baseline

Restores the compiled local Fastify fake/local workflow by copying versioned schemas and standalone runtime assets into dist, and by sharing the server schema registry with both runtime adapters. Adds a real compiled-server POST/job/show/archive regression with ZIP validation, redaction checks, loopback enforcement, and graceful SIGTERM coverage.

第二轮主控安全复核通过：commit c8e7f34 的完整 tests/build/CI、最终 symlink、中间目录 symlink、正常 ZIP、编译后 health/SIGTERM 均独立通过。代码与自动化验证通过，Issue #5 已进入待人验收；人验收前不合并。已知 Linux /proc/self/fd 可移植性与极窄中间路径 rename race已在 Issue 记录。

当前 head 的主控复核通过

67edb6f2a0b21b1e721fbf11ae433edb5794654b 已修复此前 compiled fake/local workflow 在 SchemaRegistry 解析时失败的问题。主控在干净 archive 独立通过 9 个 Vitest files / 48 tests、7 个 Python tests、build、smoke、audit、实际 node dist/src/server/main.js loopback create → job → show → ZIP archive 流程、SIGTERM、非-loopback 拒绝，以及 final/intermediate symlink 410 对抗复测；CI verify 31724148547 通过。

完整复核和人验收步骤在 Issue #5。代码与自动化验证通过，待人验收；请勿在此前合并。
